This is a neat piece of police historical memorabilia. This is what is known as a "Nipper". A mechanical nipper restrained a single wrist. Once on the wrist, the patrolman would hold the handle to lead the prisoner. This is the Phillips "Heavy" Type nickel plated steel Mechanical Police Nippers version of the nickel plated steel police nipper. These are from the collection of the author of the book entitled "American Police Equipment, A Guide to Early Restraints, Clubs & Lanterns", Matthew G. Forte. This EXACT pair is used for the illustration on page 130. This one is from the personal collection of Mr. Forte and the last image is of his book cover. They are unmarked except for the patent date. This one is in very fine shape and the action of the mechanics are still functional.
