Late 1800's to Early 1900's Steel Phillips Version Police "Nipper" Restraints

This is a neat piece of police historical memorabilia. This is what is known as a "Nipper". A mechanical nipper restrained a single wrist. Once on the wrist, the patrolman would hold the handle to lead the prisoner. This is the Phillips Large Mechanical Police Nippers version of the nickel plated steel police nipper. These Phillips Large model steel mechanical nippers are marked "Pat'd March 1, 1892" with an S.A. French patent date. A similar one is pictured on the top left, illustrated on page 130, of the book entitled "American Police Equipment, A Guide to Early Restraints, Clubs & Lanterns" by Matthew G. Forte.. This one is from the personal collection of Mr. Forte. The side of the bottom section is marked "The Iron Claw Argus Mfg. Co. Chicago, Ill. U.S.A." This one is in very fine shape and the action of the mechanics are still functional.
