This is a nice original post Civil War era pocket spyglass. This is the pattern that goes down to 8-1/4th inches when closed up. That is just the right size to use in the field on onboard ship. When fully extended it is 17 inches in length with four sections. It has the marking on the side of the bod that reads "E. VION, PARIS POWER 40 TIMES DOUBLE ACHROMATIC". This mark lets us know that it was made after the Civil War. Many of them were left unmarked so the retailer could sell the piece without advertising for the actual maker. This It was likely made in the late 1800's to early 1900's. On the sides of the main body it would have originally had a leather covering but those have been lost to the ages. It has the original brass cover on one end and the other end has the sliding eye piece cover. It also has the bottom of the original carrying covering. This will be a fine piece for your collection.
